KH – Public Solicitations in School

It is the position of the Board of Education that charitable organizations can and do perform worthwhile community functions and contribute to the health and welfare of citizens, and as such, although there is no legal obligation to allow charitable organizations access to the District's work place, the Board of Education hereby authorizes lawful, organized, tax-exempt charitable organizations to establish annual campaigns for contributions from District employees and to provide for voluntary employee payroll deductions for said contributions, provided, however, any such campaigns shall be limited by and conducted in accordance with, pursuant to and subject to duly adopted District administrative procedures, as may be in effect from time to time. The Board of Education recognizes that campaigns for charitable contributions result in the expenditure of District personnel time and expenses, which detracts from employee duties for the District, is disruptive to the work place and distracting to individual employees. Therefore, the District regulations pertaining to all charitable solicitations establish reasonable, fair and equally applied limitations and restrictions on the number, timing and extent of any such solicitations in order to limit work place disruptions, costs and expenses and to ensure a successful campaign. The authorization of charitable campaigns, as authorized by this policy and as limited and regulated by the District's regulations in connection herewith, do not nor are they intended to create a public forum. The Board of Education reserves the right to further limit, restrict or terminate any and all charitable organization solicitations. By authorizing charitable organization solicitations and access to the District payroll deduction system pursuant to administrative policies, the Board is neither endorsing any such charity, organization, cause or entity, expressing a preference for one or more charitable organizations over others, nor encouraging or discouraging District employees to participate therein. No employee shall be required to participate nor shall the participation or failure to participate in any such charitable solicitation or campaign in any way impact, either favorably or unfavorably, an employee's job, evaluation or employment status.
