KBA – Title I Parent Involvement

Pursuant to federal law, the District and the parents of students participating in Title I District programs have jointly developed the following parent involvement policy. The policy shall be implemented by the Superintendent or designee according to the timeline set forth in the policy and incorporated into the District's Title I plan. Involvement with Title I Planning The District shall hold an annual meeting for parents of students in Title I programs, as well as school Title I staff, principals of schools receiving Title I funds and other interested persons to discuss the Title I program plan, review implementation of the Title I plan, discuss how Title I funds allotted for parent involvement activities shall be used, and invite suggestions for improvement. District Support for Parent Involvement The District shall provide coordination, technical assistance and other support necessary to assist participating schools in building capacity for strong parent involvement and in planning and implementing effective parental involvement activities to improve student academic achievement and school performance. This shall include:
  • Allocating District resources to individual schools to support parent involvement activities and programs based upon a school's particular needs.
  • Provide specific communications to parents through the use of school newsletters and the District web page regarding volunteer opportunities available for various District and school committees, including but not limited to the Parent/Teacher/Community Organization (PTCO), the School Improvement and Accountability Committee, the Leadership Committee, the Safety Committee, the District Advisory and Accountability Committee, Parents' Council, the Parent Information Network (PIN), the Long Range Facility Planning Committee, the Cherry Creek Legislative Network, the Multicultural Advisory Council, the Gifted/Talented Advisory Council, the Special Education Advisory committee, the Community Assets Project.
  • Provide specific communications to parents through the use of school newsletters and the District web page regarding locations and times of regularly scheduled meetings of the Board of Education, which provide opportunities for audience input and comment.
  • Provide named resources and support opportunities for parents to help them with their student's academic, physical, and social/emotional development. These resources and opportunities may be made available at individual school sites through the use of printed format, the Internet, or may be offered through special workshops or parenting classes offered through the school district or an individual school.
  • Provide opportunities for individual schools to appoint a Title I Parent Involvement Coordinator at the site to coordinate parent involvement programs with school personnel.
  • Provide District level and building level in-service training to staff at individual schools to promote awareness of the importance of parent involvement in their children's education and to encourage staff involvement in developing site-specific opportunities to increase parent involvement at the school.
The District shall, with the assistance of parents, develop and implement a District professional development plan to enhance the skills of teachers, pupil services personnel, principals and other staff in:
  • The value and utility of contributions of parents
  • How to reach out to, communicate with, and work with parents as equal partners
  • Implementing and coordinating parent programs
  • Building ties between parents and the school
Coordination of Parent Involvement Activities with Other District Programs The District shall, to the extent feasible and appropriate, coordinate and integrate parent involvement programs and activities which may involve some following types of programs, including but not limited to: Head Start, Reading First, Early Reading First, Even Start, the Home Instruction Programs for Preschool Youngsters, the Parents as Teachers Program, as well as applicable District preschool and other programs, and conduct other activities, such as parent resource centers, that encourage and support parents in more fully participating in the education of their students. The District further shall, to the extent feasible and appropriate, conduct (with the involvement of parents) a review of the content and effectiveness of the parent involvement programs and activities with regard to improving the academic quality of the schools served. Student Learning The District shall coordinate and integrate Title I parental involvement strategies with those of other educational programs in the District. The purpose of this coordination shall be to improve the academic quality of the schools served, including identifying barriers to greater participation by parents in activities authorized by law, particularly by parents who:
  • are economically disadvantaged
  • have disabilities
  • have limited English proficiency
  • have limited literacy
  • are of any racial or ethnic minority background
  • are parents of migratory children
The District shall provide to parents, as appropriate, information to help them understand the state's academic content and achievement standards, state and local academic assessments, the requirements of Title I, how to monitor students' academic progress and how to work with school staff to improve the achievement of students. The District shall develop written materials and training for staff to help parents work with students to improve student achievement. Activities which will accomplish these objectives include, but are not limited to, the following:
  • Providing parents copies of the School Accountability Reports and/or other directed accountability reporting information, and opportunities at the individual schools to attend informational meetings with school staff regarding interpretation and use of the reports.
  • Providing parents with information and annual opportunities to learn about Title I programming in individual schools.
  • Providing parents copies of Colorado Student Assessment Project ("CSAP") reports, a body of relevant assessment evidence, and opportunities at individual schools to attend informational meetings with school staff regarding interpretation and use of the assessment data.
  • Providing parents opportunities to be trained in school literacy programs in individual schools which directly support student achievement.
School-Based Parent Involvement Activities Parents will be encouraged to become involved in the activities of schools with Title I programs through various school activities, including but not limited to:
  • Communicating with parents through school newsletters, parent-teacher conferences, back-to-school nights, specific parent-school enrichment events, classroom newsletters, and electronic communication.
  • Providing opportunities to parents in the form of parenting classes, parenting skills information resources, PTCO presentations and opportunities to meet with school personnel, such as teachers, mental health providers, special education staff and the school nurse for purposes of answering questions and providing input on matters related to parenting support and student well-being and achievement.
  • Providing parents an opportunity to meet with teachers and review educational records regarding their child's progress in school. These meetings include, but are not limited to, parent-teacher conferences, back-to-school events, and school-sponsored information sessions regarding curriculum, instruction, and assessment in the school.
  • Providing parents a welcoming opportunity to access volunteer activities in the school. Parents will be informed of such opportunities, including but not limited to, volunteering activities in the classroom, at enrichment events, at athletic events, in the school media center and with various other school functions.
  • Parents will be invited to attend and participate in various school committees, including but not limited to, the school safety committee, the school accountability committee and the school PTCO.
Method of Communicating with Parents All information related to school and parent programs, meetings and other activities shall be sent to parents in a format and, to the extent practicable, in a language the parents can understand. Annual Evaluation of Policy Effectiveness The District shall conduct, with the involvement of parents, an annual evaluation of the content and effectiveness of this policy. The evaluation shall specifically address the academic quality of the schools served, including identifying barriers to greater participation by parents in activities authorized by law, particularly by parents who:
  • are economically disadvantaged
  • have disabilities
  • have limited English proficiency
  • have limited literacy
  • are of any racial or ethnic minority background
  • are parents of migratory children
The District shall use the findings of the evaluation to design strategies for more effective parental involvement and to revise, if necessary, this policy. The District shall provide such other reasonable support for parental involvement activities as parents may request. Development of School-Level Title I Parent Involvement Policy Each school receiving Title I funds shall jointly develop with and distribute to parents of students participating in the Title I program (hereafter referred to as "parents") a written School-Level Title I Parent Involvement Policy agreed upon by the parents in accordance with the requirements of federal law. The policy shall contain a school-parent compact or agreement that outlines how parents, school staff and students will share the responsibility of improved student academic achievement and the means by which the school and parents will build and develop a partnership to help students. At a minimum, the compact shall include the provisions contained in the sample Exhibit KB-E-1.
