IHBF – Homebound Instruction – Home/Hospital

Homebound Instruction - Home/Hospital (H/H) is a program that provides temporary, part-time interim services to students deemed too ill to attend school. Its purpose is to assist the student in maintaining continuity in the educational curriculum during the period of temporary extended illness or injury. H/H is not intended as and shall not be used in lieu of or to replace or to supplant the student's normal educational day, curriculum, homework or placement. The District may provide instruction, as appropriate, for students confined to home or who are hospitalized upon the request of parents and with the approval of the licensed medical provider.
  1. In each instance, the licensed medical provider will be asked and must certify that the student will be unable to attend school for the length of time specified and that he or she is capable of receiving home instruction. The licensed medical provider also shall be asked to give an estimate of the probable length of the student's convalescence. The District will regularly and periodically ask the licensed medical provider to update the student's health status and recovery period.
  2. A parent should request the H/H instruction as soon as it is determined that the student's condition will require it so that instruction may begin as soon as the student is able to receive it.
Although correlated with what the student is missing in the classroom, H/H shall be geared to the student's needs and what the student is capable of doing during the period of convalescence. Textbooks and supporting materials shall be provided to the H/H instructor by the appropriate school of record. The student and the student's family and licensed medical provider are partners in H/H instruction and shall provide the District timely and accurate information regarding the medical status of the student. The school will communicate with the licensed medical provider in accordance with applicable state and federal law. As a program providing a temporary service for the purpose of educational continuity during a time of illness and recovery, the hours of service are much less than the typical school-day and are targeted and narrower in scope than the typical school curriculum. If the student is a student with a disability under either Section 504 or the IDEA, the nature and duration of the instruction and services will be individually designed and determined on a case-by-case basis in accordance with both the circumstances and either the student's IEP, Section 504 Plan or the respective IEP or Section 504 placement team. When warranted or requested by either the parent or the District, the IEP team shall convene either an IEP meeting or Section 504 meeting in accordance with applicable law to determine what, if any accommodations, modifications or services are needed for the student with a disability to access the H/H instruction or whether homebound instruction is the child's free appropriate public education (FAPE) placement in the least restrictive environment (LRE) as defined by the Individuals with Disabilities Education Act (IDEA).
