The school district shall be responsible for providing the best possible learning environment for each student. In order to meet this responsibility, the curriculum shall be well-articulated District-wide and adaptable to the local school community while at the same time flexible enough to individualize instruction. To accomplish these requirements, the following curriculum development and improvement framework has been established. Curriculum shall be designed for each aspect of the school-day which reflects the District's broad educational goals incorporating unifying threads and anticipating learning outcomes for kindergarten through high school. Articulation shall be both horizontal and vertical. The curriculum shall provide a program of instruction based on and designed to enable students to meet or exceed the state standards for student performance. In order to meet the needs of all students, a variety of educational programs and instructional strategies should be offered. The Board will hear regular reports on District programs, as well as reports on the ongoing effort to develop and implement a guaranteed and viable curriculum in District schools. To facilitate articulation, the Superintendent and subordinate school administrators along with various subject matter area committees shall be charged with the responsibility of developing long-range master plans in their areas and continually monitoring the applicability of instructional design, teaching materials, learning outcomes and student progress. In keeping with the concepts of individualizing instruction and staff participation in the decision-making process, the development of curriculum shall be continuous and in need of constant evaluation. Participation of consultants and students shall be encouraged and provided wherever possible. The individual building administrator is uniquely responsible for instructional leadership in his building. Therefore, he shall utilize available consultants, department chairmen and other resource personnel to work with staff to refine District goals and objectives into operable instructional activities and put into action these and alternate educational programs.
