The district shall obtain the services of competent licensed architects and mechanical, electrical, structural or civil engineers on all new construction and major remodeling projects.
Before beginning architectural sketches, plans or specifications, a set of educational specifications shall be developed by the superintendent or his designees in cooperation with such members of the instructional and administrative staffs as may be designated by the central administrative staff. This also may include members of the general public and the Board of Education as well as educational and architectural consultants engaged to assist in developing educational programs and specifications.
Architect
The architect shall be a member in good standing of the American Institute of Architects (AIA) and licensed in Colorado.
The administrative staff shall keep an active file of qualified architects evidencing an interest in employment by the district. At the request of the Board of Education, the file shall be presented to the Board with recommendations. A selection may be made from the recommended list by whatever means the Board may determine.
On new construction, the architect shall provide all services including design, structural engineering, mechanical engineering, electrical engineering and civil engineering. Legal services pertinent to the work of the architect shall be included subject to review by Cherry Creek School District legal counsel.
All contracts with architects shall be subject to approval by the Board and legal counsel for the district.
Engineers
Structural, mechanical, civil or electrical engineers may be engaged for special projects requiring their individual services.
Selection of such engineers shall be by negotiation with advice from staff and presently employed architects.
Services generally shall be complete and major projects turnkey in nature.
Fees shall be no more than the rates in the prevailing market and shall be established by negotiation.
Contracts shall be executed for such services, subject to review and approval by the Board and legal counsel for the district.
Payments to Architects and Engineers
Architects and/or engineers shall be paid periodically in such percentage amounts as established by contract. Payments generally shall be made before the 10th of each month or as otherwise established by contract.
Adjustments and corrections in the percentage fee shall be made as approved change orders are added or subtracted from the contract amount.
Final payments to the architect and/or engineer shall be made after the work is complete and all payments have been made to the contractor as certified by the architect.
