BDF – Advisory Committees

The Board of Education encourages the participation of citizens of the District in decision-making processes. However, the legal responsibility for decision-making in all matters of policy and operation rests with the Board.
  1. Board-appointed advisory committees, District-wide or at the school level, shall function within organizational frameworks approved by the Board. A staff member or members will be assigned to each group. Only the Board shall have the authority to dissolve committees it has created.
  2. School- and District-level advisory committees required under federal and state programs shall be formed and shall function in accordance with the requirements pertaining to each specific federal or state program. The Board shall grant to those bodies the advisory responsibilities relevant to the planning, implementation and evaluation of such program or project as required by law.
  3. Community groups that are neither appointed by the Board nor formed as required under federal or state programs are encouraged to offer suggestions and advice to the Board.
All committee meetings shall be open to the public. Meeting notices shall be posted in the same place and manner as notices of Board meetings. Appointments Advisory committees shall be appointed primarily to advise the Board and shall be appointed only by the Board or the Superintendent. The function of an advisory committee shall be outlined to committee members when appointed. The Board shall adopt the committee structure and organization appropriate to complete the assignment. Advisory committees shall not be appointed before the Board has made a thorough study of the issue involved to determine the need for such a committee. Organization and Dissolution The Board shall obtain the advice of the Superintendent before establishing or dissolving any advisory committee. A specific written charge shall be given to a committee immediately following its appointment. Upon completion of its charge, an advisory committee shall not function without another specific charge. The Board shall have sole power to dissolve any advisory committee and shall reserve the right to exercise this power at any time. Prospective Members The Board may obtain suggested committee member names from any appropriate source. Recommendations may be made to the Board by an advisory committee for appointments of additional committee members. Staff members and/or consultants serving on advisory committees shall be designated by the Superintendent. Advisory committees shall be representatives of the total school community. Communication When a committee is prepared to submit a progress report or final report, the Board shall arrange a meeting for the purpose of receiving the report. Liaison Personnel The Board may appoint one of its members to serve on each of its appointed committees. The Superintendent may appoint a staff member to facilitate communication between the Superintendent and any Board-appointed advisory committee. Resources Advisory committees are encouraged to use the wide variety of resources available both inside and outside the school system. Staff committee members shall be concerned primarily with assisting the committee in securing information, supplies, equipment and facilities from within the school system. Expenditure of District funds by an advisory committee shall be made only with prior approval of the Superintendent. Publicity The Board shall advise the public of conclusions and recommendations made by advisory committees. Identification of Committees The Board has endorsed the following specific committees as advisory to the Board:
  • Accountability Committee
  • District Personnel Performance Advisory Council
  • Vocational Advisory Council
  • Special Education Advisory Committee
  • Block Grant Advisory Committee
  • Drug-Free Schools and Communities Advisory Council
  • Multicultural Advisory Council
