AE-R – Accountability/Commitment to Accomplishment (Accountability Committees)

District Advisory Accountability Committee The District Advisory Accountability Committee is appointed by the Board of Education and will consist of parents, teachers, administrators, and taxpayers from the District as designated by Board-approved Committee bylaws. The Board will strive to have a balance of membership consistent with the District's racial/ethnic proportions. The Superintendent will designate an administrative staff member as liaison to the Committee and other staff members to serve as resource persons. Members of the Accountability Committee will serve basic terms of one year and will be surveyed each spring regarding reappointment by the Board to serve additional one-year terms. The Committee will elect a chair and chair-elect from its membership, establish a schedule of meetings, and operate in accordance with the approved bylaws. From time to time the Committee may recommend changes in the bylaws to the Board. The Board, in cooperation with the District Advisory Accountability Committee, will maintain general organizational accountability guidelines for the district and school-level committees to follow which assure that:
  1. The District and individual schools comply with the state's accountability and accreditation requirements.
  2. All accountability committees have adopted bylaws which provide for public meetings in compliance with state law.
  3. The District Advisory Accountability Committee reviews the school improvement plans of the individual schools and makes annual recommendations to the Board regarding the accountability programs of the schools.
  4. The District Advisory Accountability Committee reports annually to the Board, making recommendations regarding the performance results of the educational programs of the District, the learning environment of District schools, the accountability process of the District and the schools, priorities for the expenditure of District funds, and the efficiency of District services provided to support the educational programs of the individual schools.
School-Level Advisory Accountability Committees School-level committee membership will consist of a broad representation of the school community with a goal of balancing the membership consistent with the racial/ethnic proportions of the school attendance area. Committee members will include parents and parents of exceptional students, teachers, and administrator(s) from the school, representatives of the community, including one community member without children in public school and one senior citizen, and students as appropriate, all in accordance with committee bylaws. The school advisory accountability committee will work with the principal and the community to review student achievement and school performance results, develop the school improvement plan to improve student achievement and the learning environment of the school, monitor the implementation of the plan, and assist in the reporting of achievement information to the community. School improvement plans will contain measurable goals and annual action plans for the improvement of student achievement and the learning environment of the building. School improvement plans of high schools will include a plan to maximize graduation rates. In addition, each school-level committee will make recommendations to the Superintendent relative to priorities for expenditures of District funds by the school. School-Level Reporting Each year, each school will submit a written annual progress report to the community which includes:
  1. Current student performance results related to local academic standards disaggregated by race/ethnicity and gender.
  2. A summary of implementation and results of the school improvement plan.
  3. Graduation, dropout, and completion rates as appropriate to the school level, disaggregated by race/ethnicity and gender.
  4. At the high school level, the number and percentage of the school's total student population completing "advanced" courses, percentage of students taking college aptitude examinations and their scores, and percentage of graduates entering post-secondary education, all disaggregated by race/ethnicity and gender.
  5. Conduct and disciplinary actions taken during the school year, including the number and percentage of students suspended and/or expelled, disaggregated by race/ethnicity and gender.
  6. Community satisfaction with student achievement and the learning environment.
  7. Accomplishments of the school related to its mission and the goals of the school improvement plan.
  8. Information from the school accountability committee about its accomplishments.
